Dear Mr. O'Reilly:

This confirmc the conversation between Mr. R. M. Poulk, Jr., Regulatory Specialist, and Mr. C. A. Julian of your office at 1610 on July 18, 1981, concerning an immediately reportable event for both units per Technical Specification 6.9.1.81. _ , _

At 1515 on July 17, 1981, Carolina Power and Light Company was notified by its architect engineer, United Engineers and Constructors, that an apparent violation of Division 1 and Division 2 cable separation criteria' existed. While reviewing the wiring diagram for the RCIC System in preparation for a proposed plant modification it was determined that two non-ESS Division 2 cables were intermixed with one ESS Division 1 cable in a controlled logic panel in the Control Room. The deficiency is in the area of control cabinets internal wiring separation for logic. wiring associated with the RCIC steam line isolation valves E51-F007 and E51-F008. This problem is currently being re. viewed by plant engineering.
