DPR-71 SPECIAL REPORT PER TECHNICAL SPECIFICATION 3.3.5.7 AND PURSUANT TO TECHNICAL SPECIFICATION 6.9.2 (SR 1-93-009)

Gentlemen:

Unit 1 is in a Refuel Outage. The following summarizes fire protection Limiting Condition for Operation (LCO) Al-93-F0456.

On May 25, 1993, fire protection LCO Al-93-F0456 was initiated due to the Unit 1 Reactor Building Zone 4 fire detection being inoperable. The fire detection was inoperable due to two fire detectors being disabled. The detectors were

} disabled due to an ongoing welding job required to support a plant modification-(PM 90-035). There are seven fire detectors in Zone 4; six are required to be operable. The plant modification work was being supported around the clock so that the fire detection system could be restored to service as soon as possible.

An hourly firewatch was established for the area in accordance with Technical Specification requirements.

Compensatory measuree remained in effect until the Zone 4 fire detection was declared operable and the LCO canceled en June 24, 1993. This report is required due to the area fire detection being inoperable 1rnger than the 14 days allowed by Technical Specifications.
