Dear Mr. O'Reilly:

This confirms conversation between Mr. R. M. Poulk, Jr. , Regulatory Specialist and Mr. C. Julian of your office at 1030 on March 6, 1981, concerning an immediately reportable event.

While performing Periodic Test 19.6.1, Function Test of Accessible Snubbers, a failure rate of approximately 20% was being identified. Upon evaluating the modes of failures and the high failure percentage rate, it was decided to shut down Unit No. 2 until safe operation of the unit could be assured. The inspection of accessible snubbers is continuing, and a percentage of -

inaccessible snubbers will be tested to provide the assurance for safe plant operation.

This event is being reported under Technical Specification 6.9.1.81.
