BRUNSWICK STEAM ELECTRIC PLANT, UNIT NO."2 DOCKET NO. 50-324 LICENSE NO. DPR-62 CONFIRMATION OF AN IMMEDIATELY REPORTABLE EVENT (2-82-24)
Dear Mr. O'Reilly:
This confirms the telephone conversation between Mr. R. M. Poulk, Regulatory Complianco Specialist, and Mr. C. A. Julian of your office at 1450 on February 5, 1982, concerning an immediately reportable event per Technical Specification 6.9.8.1.
While reviewing logic prints to the Control Building Emergency Ventilation System, it was. determined that the Chlorine Isolation System would not isolate this ventilation system if the control switch was in the on position. The purpose of the Chlorine Isolation System is to isolate these trains, if run-ning, to prevent the admission of chlorine to the Control Room. The logic shows that the chlorine isolation would be in effect if the control switch was in either the preferred position or the standby position. During normal opera-tion, the centrol switch for one train is in the preferred position while the other is in the standby position.
Due to problems experienced with the high radiation initiation function for the emergency ventilation trains, the Brunswick station had been running an emergency train with the switch in the on position from January 25, 1982, to February 4, 1982. The emergency ventilation train control switches have now been placed in the preferred position and a caution tag has been added to the 8202220260 820205 PDR ADOCK 05000324 Tg g4 0

9-e switch to inform the operator that placing this switch in the on position bypasses the chlorine detection protection. We are currently reviewing this system's logic; and upon recommendations from our architect / engineer, the system will be modified.
