Dear Mr. O'Reilly:

This confirms the teleph ne conversation between Mr. R. M. Poulk, Jr.,

Regulatory Specialist, and Mr. C. Julian of your office at 0920 on May 6,1981 concerning an immediately reportable event.

While investigating the Unit No. 2 RHR heat exchangers to determia-,the status of the flow separation baffle, it was determined that the B heat exchanger baffle was deformed at the bottom allowing bypass flow. An investigation of the A heat exchanger determined that the' baffle was correctly oriented; however, additional testing determined that a higher than design value differential prussure would be experienced across its baffle at the required flow rate of 4,000 spe. As a result of this determination, this heat exchanger was declared inoperable and a unit shutdown was commenced.

Repairs are in progress on the 2B RNR heat exchanger at the present time. The unit will be p1hed and maintained in cold shutdown using the A heat exchanger by maintaining the airimum flow required for cooldown through that heat exchanger. Prior to unit startup, both heat exchangers will be repaired and restored to normal service. Ja Engineering evaluation is being terformed to determine the cause of these failures and to ensure appropriate action is taken to prevent them in the future. This event is being reported under Technical Specification 6.9.1.81.
