Included in this report are:

1. Description of Necessary Functions and Equipment Required for Placing the Reactors in a Safe Shutdown Condition
2. Analysis Comparing the Existing Safe Shutdown Equipment to the Requirements of Ay , endix R,Section III.G.2
3. Plans and Schedules for Complying with the Requirements of Appendix R, Sect ion III.G.2
4. Requests for Exemption from Certain Requirements of Appendix R,Section III.G.2, where Complaince would be Impractical or Degrade the Overall Safety of the Plant The schedule for completing this report was discussed in reference (a). The report is intended to fully address the requirements of 10 CFR Part 50, Section 50.48(c)(2), (c)(3), and (c)(5) for submitting plans and schedules for meeting the requirements of Appendix R,Section III.G.

e- NORTHERN STATES POWER COMPANY Director of NRR December 18, 1981 Page 2' As noted in Section 7 of the attached report, exemptions from certain requirements of Section III.G.2 in a small number of cases where compliance would be impractical or imprudent are requested. An additional deviation from the implementation dates in paragraphs (c)(2) and (c)(3) of Section 50.48 for the installation of new automatic fire suppression equipment

'is also requested. We believe these exemptions are justified based on the arguments presented in our report and for other reasons stated in reference (a). We also believe the deviations we have requested from the requirements of Section III.G.2 and the relief from the implementation schedule specified in Section 50.48 will not be detrimental to public health and safety.
