Inspection Reports 50-282/88016 and 50-306/88016, transmitted by your letter dated November 21, 1988, contained a notice of violation related to our failure to perform Type C testing on the containment spray system penetrations in accordance with the requirements of Appendix J. Specifically, the inspection report identified our failure to Type C test Unit 1 containment spray valves MV-32103 and MV-32105 for penetrations 29A and 29B as a violation of Appendix J requirements.

In our initial response to this notice of violation, provided by letter dated December 21, 1988, we stated that due to the configuration of the containment spray penetrations (see attached figure), motor valves MV-32103 and MV-32105 could not be Type C tested in full compliance with Appendix J. We committed to resolve the issue through an exemption to Appendix J or through a change to the Technical Specification requirements prior to the next Unit I refueling outage scheduled for January,1990.

Following discussion with the NRC Project Manager for Prairie Island, it was concluded that neither an exemption to Appendix J nor a Technical Specification change was required. As can be seen in the attaened figure, the containment isolation function for the containment spray penetrations is only providel'by the outboard check valve. The motor valves, MV-32103 and MV-32105, reposition to the full open position upon receipt of a high containment pressure signal (23 psig) and initiation of containment spray, and therefore provide no containment isolation function. Because these motor - alves do not provide a containment isolation function there is no requirement tur Type C testing of these valves per Appendix J. Only the outboard check valves must be Type C tested.

August 23, 1989 Page 2 Prior to the subject inspection, the outboard check valve was tested without an upstream vent, which did not satisfy the requirements of Appendix J. In the future, the outboard check valves will be tested with an upstream vent.

Procedures will be modified to reflect this revised test methodology prior to January,1990 for Unit 1 and August, 1990 for Unit 2. These changes in test methodology will bring the testing of the containment spray penetrations into

~ full compliance with Appendix J.
