Insoection Reports No. 50-282/89001 and 50-306/89001 Your letter dated June 29, 1989 solicited written comments related to the Systematic Assessment of Licensee Performance Board Report covering the period December 1, 1987, through April 30, 1989 (SALP 8). The SALP 8 Report was the-subject of a public meeting held at the Prairie Island Training Center on July 27, 1989. Written comments related to the SALP 8 Report and the public meeting are provided in an attachment to this letter.

As we have noted in the past, we strongly support the NRC SALP process. We appreciate the high quality feedback it provides related to the operation of our nuclear generating plants. The analyses provided in the SALP 8 Report will be used to strengthen those areas where weaknesses are evident and provide further improvements in those areas in which we performed strongly.

Insoection Reports No. 50-282/89001 and 50-306/89001 Northern States Power has the following additional comments to offer related to the Prairie Island SALP 8 Report and associated public meeting.

Concern 1. Positive Displacement Charging Pumps Reliability in the Chemical and Volume Control System l

During the July 27, 1989 public hearing on the SALP 8 Board Report, the NRC Staff expressed concerns with respect to the reliability and continued use of positive displacement pumps as cbstging pumps in the chemical and volume i L control ~ system.

Response

NSP recognizes the importance of the chargin7, pumps to plant safety and normal plant operations, and has implemented several equipment upgrades.and improved maintenance and operational practices to improve the reliability of the charging pumps.

Additional actions to increase the reliability of the charging pumps are under consideration. Actions being evaluated include the replacement of the charging pump variable speed drives with variable frequency motors and l

the replacement of the positive displacement pumps with centrifugal pumps.

Concern 2. Size of Emercenev Offsite Facility A concern was raised relative to the physical size of the Emergency Offsite Facility (EOF) and its ability to adequately accommodate a large response of NRC personnel during an actual emergency.

Resnonse In addition to the existing designated NRC classroom in the EOF, another room adjacent to the EOF Command Center will be designated for NRC emergency team use. The new designated room will have direct access to the  !

EOF Command Center and be equipped with telephone communications. This will provide the NRC EOF emergency team with two dedicated rooms in the EOF for private consultation or working stations.

NRC team member co-location in the EOF Command Center with the NSP Staff is being supported by the already installed NRC telephones in the Radiological Assessment, Emergency Manager and Technical Support areas.

LConcern 3: Regulatorv Effectiveness Review Commitments F The commitment to modify the Secondary Alarm Station (identified by the Regulatory Effectiveness Review team) had gone beyond the established commitment date without notification of the NRC.

.Resnonse The NRC was notified by a letter dated December 29, 1987 (Reference 1),

that due to space limitations, modifications required for the resolution of Regulatory Effectiveness Review items 2.2.1 and 2.4.3 had become dependent on the completion'of the new plant' administration building and would not be completed by the expected resolution date of December 31, 1987. A copy.of this letter was sent to the Director of NRR with a copy to the Regional Administrator of Region III. We extended our schedule for resolution of' Regulatory Effectiveness Review items 2.2.1 and 2.4.3 to July,1990 in a .

letter dated July 14, 1988.

Concern 4. Cooes Vulcan Valves In the category of Engineering / Technical Support, the SALP 8 Board reported that discrepancies in the weight and center of gravity information for Copes Vulcan valves were identified by the vendor.

Response

The discrepancies in vendor supplied weight and center of gravity information for Copes Vulcan valves were identified by NSP, not the vendor.

Additionally, the reference to the USAS B.31.1.01976 is incorrect, the correct reference should be the 1967 version of USAS B.31.1.0.

Concern 5. Safety Audit Committee Membershin In the category of Safety Assessment / Quality Verification, the SALP 8 Board raised concerns with respect to the lack of new Safety Audit Committee members from outside the NSP organization.

Response

Effective August, 1989, a new member from the Wisconsin Public Service Corporation has been added to the Prairie Island Safety Audit Committee.

This individual is a former plant manager of the Kewaunee plant and is presently a Vice President with Wisconsin Public Service Company. We believe this individual will provide valuable insight from outside the NSP organization.
