SUMMARY

OF APRIL 20, 2006, PUBLIC MEETING WITH FLORIDA POWER AND LIGHT COMPANY REGARDING THE ST. LUCIE PLANT, UNIT 2, STEAM GENERATOR TUBE INSPECTION FOR THE CYCLE 16 REFUELING OUTAGE (TAC NO. MD1084)

On April 20, 2006, a Category 1 meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Florida Power and Light Company (FPL) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the St. Lucie Plant, Unit 2, Steam Generator (SG) Inspection for the Cycle 16 Refueling Outage, which will begin on April 23, 2006. This meeting was open to the public as stated in the meeting notice dated April 6, 2006 (NRC ADAMS Accession No. ML060960205). There were no members of the public present. Enclosure 1 is a list of attendees and Enclosure 2 is a copy of the FPL view graphs presented during the meeting.

The licensee discussed its SG inspection plan for the Cycle 16 Refueling Outage, which will likely include both tube plugging and sleeving. The St. Lucie Unit 2 Technical Specifications (TSs) currently limit the number of plugged SG tubes to 30 percent, or 2520 tubes, per SG.

The licensee predicts that Cycle 16 inspections will require SG tube repairs that exceed current TS limits. Therefore, the licensee will initiate a tube sleeving program. The NRC staff approved this program by Amendment No. 144 dated April 18, 2006 (ML061070115).

Separately, the NRC staff is continuing its review of the licensees proposal to increase the plugging limit to 42 percent, which would limit reactor output to 89-percent of rated thermal power. In addition, the licensee informed the staff of plans to submit licensing amendments for St. Lucie Units 1 and 2 by May 31, 2006, to adopt TS Task Force Traveler TSTF-449 on Steam Generator Inspections. The licensee plans to replace the St. Lucie Unit 2 SGs in the Cycle 17 Refueling Outage. There were no outstanding issues as a result of this meeting.
