LICENSE NO. DPR-71 CONFIRMATION FACSIMILE OF AN IMMEDIATELY REPORTABLE EVENT (1-82-41)

Dear Mr. O'Reilly:

This confirms the conversation at 1720 on March 25, 1982, between Mr. P. T.

McNeill, Shift Operating Supervisor, and Mr. Al Morrongiello, NRC Operations Center, concerning an immediately report.2ble event per Technical Specification 6.9.1.8f.

At 1630 on March 25, 1982, an auxiliary operator performing a routine tour of the Unit No. 1 Reactor Building found the motor cooler isolation valves to the l

1B and ID RilR service water pumps open with the pumps not running, indicating i

that the power supply to these valves was isolated. An investigation deter-I mined that circuit breaker 19, which supplies power to these valves and l supplies power to the B loop RilR service water suction low pressure pump l switches, was found in the tripped position. This breaker being open prevents I the IB or ID RHR service water pump from starting. The breaker was immedia-tely reset and the system restored to normal service. An investigation into this event is in progress and results will be reported in the fourteen-day report.
