Dear Mr. O'Reilly:

This confirms the telephone conversation at 0915 on November 4, 1982, between Mr. R. M. Poulk, Jr. and Mr. C. W. Hehl concerning an immediately reportable event per Technical Specification 6.9.1.8c.

l At 1159 on November 3, 1982, it was determined that the required diesel generator quick starts for diesel generators 2, 3, and 4 were not performed within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> as required by Technical Specification 3.8.1.1. The quick starts were immediately performed on all three diesels satisfactorily.

Diesel generator No. I was taken out of service at 0920 on November 2, 1982, to perform periodic testing. Quick starts were performed on diesel generators 2, 3, and 4 at 0955 on November 2, 1982 and again at 2122 on November 2, 1982.

Due to a personnel error, the next scheduled performance for the quick starts' at 0920 on November 3 was not performed. An investigation of this event is in progress and the results will be reported in the 14-day report. #
