REPLY TO APPENDIX A 0F NRC, I&E INSPECTION REPORT 50-317/79-11 As set forth by our letter of August 17,1979 ( A. E. Lundvall, Jr. to Boyce H. Grier, regarding I&E Inspection Report 50-317/79-07; 50-318/

79-06), we have instituted several new methods of insuring locked valves in safety related systems are properly lined up initially and remain lined up and locked during operation. These methods include a monthly surveillance of locked valves during operation and a requirement for independent locked valve line-ups when returning from Cold Shutdown.

These measures were instituted on June 1, 1979, and June 20, 1979, respectively. We believe these measures ha'.e resulted in a substantial improvement in our control of locked valves.

In order to insure that the aforementioned controls are fully and properly administered, we have recently instituted a monthly Quality Assurance surveillance of a random portion of the locked valve list.

Such a surveillance will serve to improve the effectiveness of our management control system in this area. This procedure will be continued until it is determined that our present controls are fully effective or that further improvements are called for.
