Grinnell has rationali:ed that because it did not ob:ain i= proved Charpy test resul:s for Heat N-32762 s:ress-relieving, Hea: L-20479 cannot be considered to have the desired i= pact properties (+307) .
- 2) In May 1979, Grinnell tested 'three sa=p7es of Heat N-32762. These sa=ples vere frc= a fabricated spool whi.ch censisted of a sersigh:
piece of pipe which was hot-bent, air-cooled, and : hen full furnace stress-relieved. These sa=ples yielded resul:s of 9, 6, and 17 =11 lateral expansion. Because :he sa=ples were taken near the area of the bend, it was thought tha: they =ay have been frc= a heat-affected :ene (an area which had received an La:er=ediate heating and cooling cycle because of its proy d:y to the hac bend area).

Grinnell has indica:ed that =easure=ent of the actual sa=ple loca:icn relative to the area which vas heated and bent, shows tha: 1: was not significantly heated during the bending cycle. Grir.nell is preparing a graph of the te=perature versus dis:ance to show wha these sa=ples would have been subj ect to during the bending cycle.
The graph will be used to deter =1;.e whether the sa=ples cculd have been affected by the bending operatica.
Grinnell concluded that because the sa=ples were far enough fren the furnace not to ha af f ected by 1:s hea:, :he poor resul.s are because of the =aterial inconsistency associated wi:h :his particular heat. .

- 1) Bechtel has reviewed, at Grinnell, 70 spool data packages for i= pact test preperties on certified =aterial test reports in the following size range: 14-inch, 18-inch, 26-inch, and 36-inch dia=e:er pipe. This review covered all =aterial requiring Charpy i= pact testing. This action was taken to deter =ine whether addi:icnal material, other :han tha: identified in MCAR 29, =et specifica ica and ASME See:icn III, Class 2 code require =ents.
The spools were f abricated frc= a total of 16 hea:s. Of these heats, two =aterial test repor:s for Heats N-32762 and L-20479 contained ques:ionable data. Hea: N-32762 was considered ques:icnable because Grinnell perfor=ed = ore than one re:est, which is not allowed by ASME See:ica III, Class 2 code.
Grinnell has agreed tha: the original Charpy tes: resul:s ('30F) sub=1::ed for Heat N-32762 are not valid under ASME III, Class 2 require =ents in :he as-received condition. Grinnell had perfer=ed a Ch::py tes: (+30") f er the =a:erial of :his heat in :he s:ress-relieved condi:1cn but 1: had failed.
Grinnell was reques:ed to furnish 1:s rationale for accep:ance of the i= pac: :es resul:s en Hea: L-20479 in :he s:ress-relieved condition. Grinnell's rationale was based en 1:s e:gerience tha:
