This is an interim report which describes the status of investigations and corrective actions at the time work on the Midland Project was halted.

Description of Corcern ITT Grinnell piping support components were supplied to the Midland Jobsite with one end unwelded to facilitate field installation. It has been discovered that inste11ation took place vitnout manufacturer's instellation requirements or inspection criteria for certain attributes including the angularity and eccentricity of the unwelded ends. As a result, it is not known whether these piping supports are capable of meeting design loads.

Safety Impact The safety impact of this condition is indeterminate.

Root Cause No root cause has been determined for this condition.

Corrective Action The following corrective actions will be required to successfully resolve this condition:

1) Determine specifically which piping supports are affected by this condition.

2) Determine whether an adverse safety impact exists as a result of this condition.
3) Determine root cause and take action to prevent recurrence.
4) Document and resolve known nonconforming conditions.

No activity is currently being pursued on this subject. No further reports on this subject will be made unless the Midland Energy Center is reactivated.
