Potential Safety Issuo Regarding Bailey BQ Differential Pressure Transmitters Gentlemen:
The purpose of this letter is to advice you of a concern regarding Bailey BQ Differential Pressure Transmitters that may have safety implications.
The concern arose as the result of a letter from Bailey controls Company dated October 15, 1992. Bailey advised that they had received a notification from their sub-vendor, Rosemount, to the effect that the actual performance of a Rosemount supplied component differs from Rosemount's original specification. This requires a change in Bailey's published product literature and qualification reports. Bailey characterizes the changes as relatively small. A copy of the Bailey letter is attached.
The change in performance is in the static pressure effect on span. In three of the six types of transmitters corresponding to three differential pressure ranges, the changes result in an improvement in transmitter performance; and, in three, the changes are non-conservative. B&W Nuclear Technologies (BWNT) has learned that the component involved is the sensing element that was procured by Bailey from Rosemount. The revised static pressure effect data is based on new testing information that Rosemount obtained from their calibration and test facility.
BWNT supplied the BQ transmitters to the Bellefonte Units 1 and 2 of TVA, to the WNP-1 unit of Washington Public Power Supply system, and to the Midland units of Consumers Power Company.
Bellefonte and WNP-1 are presently in a deferred status of constructior,. The Midland units were canceled.
TVA has informally advised that they are now in the process of evaluating the use of +%ese transmitters.
BWNT has not performed an evaluation to determine if the subject concern has safety significance and is reportable under 10CFR21.

Dear Mr. Taylor:
Bailey controls company has long been a leader in the supply of control and safety system components for the nuclear industry.
The safety and quality of nuclear qualified products are of paramount concern to Bailey. Our designs and the manufactured or purchased materials of which they are constructed are carefully scrutinized to assure that we maintain quality and performance as we c antinue to support the needs of our nuclear utility customers.
On September 1st, we received notification from a sub-supplier (Rosemount, a division of Emerson Electric) that on June 23rd they became aware that the actual performance of a Rosemount supplied component varied from Rosemount's original specification.
