This is a final report.
Because further investigation could not eliminate the possibility of eventual capstan spring failure in Midland equipment and because those failures could have prevented some mechanical shock arrestors from performing their intended safety functions, this condition is considered reportable under the requirements of 10CFR50.55(e). Attachment I describes the investigation of the concern and the correction actions that have been completed or planned.
