Bechtel Associates ProfessionalCorporation Attach =ent to BLC-7942 MCAR 29 Interi= Report 2 July 26, 1979 Page 2 Grinnell concedes that i:s rationale, as de=onstraced by the resul:s of Heat N-32762 is not 100% consistent, and as a result, it believes that other stress-relieved heats =ay also be suspec: in rela;'on to the repeatability of the i= pact properties en each piece of equ p-ment.

Grinnell has rationali:ed that because it did not ob:ain i= proved Charpy test resul:s for Heat N-32762 s:ress-relieving, Hea: L-20479 cannot be considered to have the desired i= pact properties (+307).

2)

In May 1979, Grinnell tested 'three sa=p7es of Heat N-32762.

These sa=ples vere frc= a fabricated spool whi.ch censisted of a sersigh:

piece of pipe which was hot-bent, air-cooled, and : hen full furnace stress-relieved.

These sa=ples yielded resul:s of 9, 6, and 17 =11 lateral expansion.

Because :he sa=ples were taken near the area of the bend, it was thought tha: they =ay have been frc= a heat-affected :ene (an area which had received an La:er=ediate heating and cooling cycle because of its proy d:y to the hac bend area).

d

~

Grinnell has indica:ed that =easure=ent of the actual sa=ple loca:icn relative to the area which vas heated and bent, shows tha: 1: was not significantly heated during the bending cycle. Grir.nell is preparing a graph of the te=perature versus dis:ance to show wha these sa=ples would have been subj ect to during the bending cycle.

The graph will be used to deter =1;.e whether the sa=ples cculd have been affected by the bending operatica.

Grinnell concluded that because the sa=ples were far enough fren the furnace not to ha af f ected by 1:s hea:, :he poor resul.s are because of the =aterial inconsistency associated wi:h :his particular heat.

3)

Bech el has perfor=ed a docu=enta:icn survey a: the jobsi:e to identify all spools Charpy tes: cualified in hea: trea:=ent cendi:icn and to ccnfir= tha: those spools iden:ified were in f ac: hea:-

trea:ed.

The resul:s cf this survey, as rela:ed :o Heats N-32762 and L-2047;, are abula:ed in the at ached appendix.

Bechtel is still pursuin; the accep;abill:7 of naterial associated with Hea:s N-32762 and 1-20479 as well as any spools wi:h ho: bend sections.

SUBJECT:

MCAR 29 (issued 7/13/79)

I= pact Testing of Main Feedwater Pipe INTERIM REPORT 1 DATE:

July 26, 1979 PROJECT:

Consu=ers Power Cc=pany Midland Plant Units 1 & 2 Bechtel Job 7220 Status of Corrective Action and Investies -ion The status of actions in progress for resolution of the subject MCAR is as follows.

1)

Bechtel has reviewed, at Grinnell, 70 spool data packages for i= pact test preperties on certified =aterial test reports in the following size range: 14-inch, 18-inch, 26-inch, and 36-inch dia=e:er pipe. This review covered all =aterial requiring Charpy i= pact testing.

This action was taken to deter =ine whether addi:icnal material, other :han tha: identified in MCAR 29, =et specifica ica and ASME See:icn III, Class 2 code require =ents.

The spools were f abricated frc= a total of 16 hea:s. Of these heats, two =aterial test repor:s for Heats N-32762 and L-20479 contained ques:ionable data. Hea: N-32762 was considered ques:icnable because Grinnell perfor=ed = ore than one re:est, which is not allowed by ASME See:ica III, Class 2 code.

Grinnell has agreed tha: the original Charpy tes: resul:s ('30F) sub=1::ed for Heat N-32762 are not valid under ASME III, Class 2 require =ents in :he as-received condition. Grinnell had perfer=ed a Ch::py tes: (+30") f er the =a:erial of :his heat in :he s:ress-relieved condi:1cn but 1: had failed.

Grinnell was reques:ed to furnish 1:s rationale for accep:ance of the i= pac: :es resul:s en Hea: L-20479 in :he s:ress-relieved condition.

Grinnell's rationale was based en 1:s e:gerience tha:

a suberitical (1100-1200F) hea: :: cat =en: has :he effec: cf reducing the spread of :cughness values (s= aller variances) and sligh:17 i= proving la:aral expansien values :hrough a sof:ening =cchanis= (a slightly reduced yicid pein:).

One spool of =sterial fre= this heat later required het bending and was subsequently stress-relieved.

An initial set Of Charpy i= pact speci= ens were tested to the sa=e ASMI acceptance criteria given in A.2.

'"he test results vere 13, lh and 32 =ils lateral expansica and the test was unacceptable.

2.

3ased on the test results of 3.1 and the criteria give: in A.3, no retest should have been allovec because the Original specimens failed to meet all three criteria needed to allev a retest.

1r perfor=ed a s cend Charpy inpact test (with three speci= ens si=ilar

~

to an initial tes: versus tvc speci= ens required in a retest).

~he results of the second set of tests were 23, 31 and h3 =ils lateral expansien a.id this test was also unacceptable.

3 This heat was subsequently stress-relieve:i to i=preve fracture properties of the as-relled =aterial and retested with a new set of three Charpy i= pact speci= ens. S e test results after stress-relieving vere 29, 29 and 30 mils lateral expansion.

'"hese test results vere abcve the =ini=u require =ent and the heat was then considered acceptable in the stress-relieve:i condition.

h.

The results of the post stress relief tests describe:i in A.5 indicates that stress-relieving : ices ct always i=preve the Charpy i=;act results.

Because of this, IT Grinnell no lenger believes that =aterial stress-relieved and tested ;er 3.3 can be considered acceptable.

C.

Other pire Srecis With E 3ent Secti:ns Because of the unacceptable results obtained frc= het bent and stress-relieved speel described in A.5, the acceptability Of all other specis which were het bent an:1 stress-relieved is being investigated.
