0.4.9.105 SERIAL: 32098 On November 21, 1984, Consumers Power Company (CP Co) notified your staff of a reportable condition concerning Ruskin Manufacturing Company Interlocking Blade Fire Dampers. Pending resolution of our discussion with the staff on our request to waive the requirement to submit a written 30-day 50.55(e) report during the project shutdown, we have prepared this interim report on the above subject.

Description of Concern CPCo has received notification from Zack Company that their supplier, Ruskin Manufacturing Company, has made a Part 21 report on three models of HVAC

-Interlocking Blade Fire Dampers. The problem was originally recognized when fire dampers at the Palo Verde Nuclear Station failed to closed under normal duct pressure. Ruskin has recommended each nuclear facility perform tests, after installation of the dampers, to verify proper operation. Due to the shutdown status of the Midland Energy Center, CPCo may not conduct these tests until the project is reactivated.

Safety Impact The safety impact of this condition is indeterminate.

Root Cause No root cause has been determined for this condition.
