0.4.9.110 SERIAL: 32401 On September 12, 1985 Consumers Power Company (CPCo) notified your staff of a reportable condition on motor operated butterfly valves which use certain Limitorque motor operators.

In.accordance with the requiremente of 10 CFR 50.55(e) CPCo is making this interim report.

Description of Concern CPCo received a copy of Bechtel De.ficiency Evaluation Report (DER) 84-54 which documents a reportable condition encountered at the Palo Verde Nuclear Generation Station. The report identifies a Limitorque Model H2BC-SMB-00-10 motor operator installed on butterfly valves, as incapable of opening the valve electrically after it has been closed manually. A preliminary investi-gation did not identify any Midland Energy Center valves with the combination limitorque operator described 'above.

However, it is not known at this time if other combination operators installed at the Midland Energy Center have this problem.

Safety Impact-The safety impact of this condition is indeterminate.

Root Cause No root cause has been determined for this condition.
