0.4.9.112 SERIAL: 32403 On Septembe'r 17, 1985 Consumers Power Company (CPCo) notified your staff of a reportable condition on utilities which were located in the vicinity of a freezewall that had been installed to accommodate underpinning activities.

4 accordance with the requirements of 10 CFR 50.55(e) CPCo is making this interim report.

Description of Concern Utility movement where the freezewall crossed safety related utilities at monitoring. pits #1, 2, 3 & 4 was more than that which was anticipated.

Survey data collected from utility elevation-markers show utilities heaved during the

. time period the freezewall was' activated. Since shutting off the freezewall these utilities.have subsequently undergone' settlement due to the ground l

thawing.

Safety Impact The safety impact of this condition is indeterminate.

' Root Cause No root cause has been determined for this' condition.
