Inspection 50-20/79-02, License No. R-37

Dear Mr. Grier:

Massachusetts Institute of Technology submits the following response to your letter dated September 25, 1979, received October 1, 1979, forwarding Inspection Report 50-20/79-02 and listing three items of non-compliance.

The following actions have been taken in regard to the three items:

A) Corrective actions for Item A of the Notice of Violation were described in MIT's letter of September 27, 1979, to USNRC Region #1.

B) It is correct, as stated in Item B of the Notice, that the Requalification Program for Licensed Personnel, as approved by NRC on May 18, 1978, was not approved by the MIT Reactor Safeguards Committee. The changes made in the program were inadvertently overlooked when the agenda for the following MITRSC meeting was prepared and, consequently, approval by the Committee was not secured. Information concerning the proposed changes, however, was sent to MITRSC in a memo dated November 15, 1977, subject " Proposed Revision to Requalification Program".

Corrective action will consist of presenting the changes .. the Program to the Committee at its next meeting, currently being planned for late October or early November. Full compliance will be achieved at that time or, if the Committee should require further changes, as soon as possible thereafter but no later than November 30, 1979.

C) In connection with Item C, it is conceded that the Senior Review Board for the Requalification Program has not annually reviewed the examinations and evaluations for the purpose of assessing the overall program. In our view, this differs somewhat from the statement in the Notice of Violation 1510 159 7 912 0 6 0 $

Mr. Boyce H. Grier October 15, 1979 Inspection 50-20/79-02 that "the Senior Review Board has not been conducting annual reviews of writtan examination results". All members of the Board have, in fact, being reviewing all annual written examinations for the purpose of evaluating the need for retraining.

In compliance with the intent of the citation, the Senior Review Board has conducted an overall review of the Program and has no changes in the Program itself to recommend at this time. It believes that more timely implementation of the Program, in such areas as retraining, is required. Steps to accomplish this have consisted of establishing a time-table as part of Procedure 1.16 which will serve as a guideline for scheduling various requalification activities to assure that they are accomplished in a timely manner. Hence, we believe that we are now in full compliance in this regard.

In connection with Section 10 of tha Inspection Report, paragraph b implies a commitment on the part of MIT to provide for further analysis of a fuel element found to have faulty cladding by arranging to transfer it to a testing laboratory having appropriate facilities. MIT has agreed to in-vestigate the feasibility of having such an analysis made, but the performance of such testing will have to await the results of the feasibility study.

Should you desire further information in connection with any of the above matters, we shall be pleased to provide it.
