33 (four copies) to the " Safety Analysis Report for the MIT Research Reactor (MITR-II)", Report No. MITNE-115 (October 22, 1970),

as amended.

The purpose of the revision is to update SAR Chapter 11, Quality Assurance.

With its letter of May 30, 1986 to the NRC Transportation Certi-fication Branch (copy attached), MIT submitted an updated copy of Chapter 11 and a summary of the reasons for revisions. Quality Assur-ance Program Approval for Radioactive Material Packages No.

0164, Revision #3, was issued June 20, 1986 for a period of five years.

MIT requests that the revisions to Chapter 11 be designated SAR Revision No. 33.

Because the revisions, a few substantive but mostly editorial, affect nearly every page of Chapter 11, it is resubmitted herewith in its entirety.

The enclosed page viii for the Table of Contents and pages 11.1-1 through 11.17-4, all dated May 30, 1986, should replace corresponding pages in the SAR.

Margin lines indicate where revisions have been made.

Many of the revisions have been made to reflect changes in the numbering of paragraphs in 10 CFR 71, Packaging and Transportation of Radioactive Material. Also, a number of minor editorial changes have been made.

Several pages were revised to delete the "Co-Director for Reactor Modificati0n", a title relevant only to the modification acti-vities that occurred in the 1970's.

The only other substantive changes are:

USNRC, SAR Revision No. 33 Page 2 New Page Description of Change 11.16-1 Section 11.15, Nonconforming Material, Parts or Components, was modified to recognize that " waivers may be granted on a case by case basis by MIT after proper documentation."

11.17-4 Figure 11.1-1, MITR Organization Chart,

was revised to delete the positions of Supervisor Engineering and

Design, Draftsman, and Experiment Operations since those positions are no longer

filled, and to reflect the fact that the Machine Shop Foreman now reports direct-i ly to the Director of the Nuclear Reactor Laboratory.

The proposed SAR changes have been approved by the MIT Reactor Safeguards Committee.
