Dear Mr. Denton:

Massachusetts Institute of Technology submits herewith six copies of the MIT g-Research Reactor Emergency Plan (Report No. MITNRL-Oll, September 1982), pursuant to the requirements of 10 CFR 50.54(r) for approval by USNRC.

The enclosed document is a complete revision of the existing MITR-II emergency plan, which was previously submitted to USNRC as Appendix 13A of Chapter 13 of the Safety Analysis Report for the MIT Research Reactor (MITR-II), as amended. It has been prepared in accordance with the requirements of Appendix E of 10 CFR 50 and the guidance provided in Regulatory Guide 2.6 (Revision 1), American National Standard, ANSI /ANS-15.16 1978 (Draft II), and NUREG-0849.

The existing emergency plan will remain in ef fect until the revised plan has been approved by NRC and subsequently implemented. It is requested that a period of 90 days be authorized between approval and complete implementation in order to allow for training of the reactor staff in the provisions of the revised plan.
