Response to NRC Request for Additional Information Dated September 8,1995 Regarding Emergency Plan of Facility Operating License No. R-37, Docket No. 50-20 Gentlemen:

On 16 February 1995, the Massachusetts Institute of Technology submitted changes to its emergency plan. These changes had been necessitated by revisions to 10 CFR 20. In our cover letter of 16 February, we indicated that further revisions to the plan would be forthcoming. On 8 September 1995, the U.S. Nuclear Regulatory Conunission issued a letter in which it was stated that the changes did not decrease the effectiveness of the proposed plan and were therefore acceptable. However, four items were identified for which clarification was requested. The purpose of this letter is to advise you that, as was indicated in our letter of 02/16/95, the plan has now been further revised.

In fact, both it and the associated procedures have been completely rewritten. As part of that process, the four items that were suggested by NRC for clarification were addressed with the following actions being taken:

1. Definitions: Revision made as suggested by NRC.
2. Organization: We have added language to clarify this. However, the roles of the individuals involved have not been changed. Specifically, in the event of an emergency, the most senior licensed staff member who is on site is responsible for coordination of all immediate actions. This person will act as the emergency director until a more senior licensed staff member arrives on site. The Director of Reactor Operations is the most senior licensed staff member and he would therefore serve as emergency director upon his ultimate arrival.

-3. EALs: Revision made as suggested by NRC.

4. Item AT: One of the motivations for revising the entire emergency plan was to reassess the need to incorporate the general emergency category. ~ The NRC had previously suggested that such a review would be appropriate. We concluded that the general emergency category was in fact not warranted and it has been deleted in the proposed new plan.

The status of the new plan is as follows. Both it and the associated procedures have been completed and the final typing is done. We expect to distribute the plan to members of the ,

MIT Committee on Reactor Safeguards in late July. A meeting of the Committee will be  ;

held in the fourth quarter of 1996 and, upon incorporation of the Committee's suggestions, the plan will be submitted to the NRC. We believe that the revised plan will be as or more ,
