Dear Sir:

This letter is in response to your letter of March 17, 1980 requesting a descrip-tion of the additional corrective action taken concerning the Notice of Violation Item A in Report 79-41.

Since additional problems have been identified involving the Safety Tagging Program, the following corrective actions have been taken to avoid further noncompliance.

These corrective actions are in addition to those stated in our February 5, 1980 letter to you.

1) The operators involved with the Safety Tagging Program have received counseling and training concerning the implementation of the program.

Special emphasis was placed on the importance of safety tagging for personnel and equipment protection, the responsibilities and duties of the plant operators in correctly issuing and attaching safety tags, and the possible consequences to the operators for tagging violations up to and including terminatica of employment.

2) The importance of personnel responsibility concerning the Safety Tagging System has been emphasized to Startup and Maintenance Personnel. These personnel have been made aware that future negligent or careless viola-tions of the Safety Tagging Procedure will result in firm disciplinary action up to and including termination of employment.
3) Site Management and Construction has been requested to implement train-ing and enforcement of the Safety Tagging Program similar to that of Operations.
4) Drawings and corresponding equipment lists have been developed for elec-trical equipment in order to provide a better method of. electrical equip-ment identification for tagging purposes.

5) Available plant personnel involved with implementing the Safety Tagging Program will be given additional training on the procedure in order to further emphasize personnel responsibility concerning safety tagging. - - - - - . - . - - - _ . - _ _ .

Please note that corrective actions 1, 2, 3, and 4 above have been completed.

Item 5 will be completed by May 15, 1980.

Since the education process for safety tagging is an ongoing process, we expect our personnel to be more cognizant of their responsibilities concerning safety.

We feel that the above stated corrective actions, in addition to those stated in our previous response, are sufficient to preclude further errors and violation of our program.
