This facsimile confirms the conversation between Mr. A. C. Tollison, Jr. ,

General Managez;, an,! Mr.. Austin Hardin of your office at 1900 on July 16, 1980.

Carolina Power & Light Company has been informed by General Electric that the Brunswick Steam Electric. Plant (BSEP) process computer is not using the correct fuel lengths for 8 X 8, 8 X BR, and P8 X 8R fuel when calculating MTPF (see enclosure 1). The process computer uses a length of 144 inches for all fuel types whereas the 8 X 8 fuel is actually 146 inches long and the 8 X 8R and P8 X 8R are 150 inches long. When TPF'is calculated during power operation, gain adjustments are not made until TPF approaches the Technical Specification value of 2.48 (8 X 8R and P8 X SR) and/or 2.45 (8 X 8); however, the gain should have been edjusted when a value of 2.387 (8 X 8R and PS X 8R) and/or 2.425 (8 X 8) was reached. This inaccurate gain adjustment has been occurring since cycle two on Unit No. 2 and since initial startup on Unit No.1.

BSEP is revising its precedures to insure that the correct TPF reference value is used when adjusting the gain of the APRM's. This will be completed before either unit's startup. A request for a change to Technical Specifications will be submitted to correct the current Technical Specification values.

NRODS = Number of Active Fuel Rods per Bundle Being Considered LF = Active Fuel Length PR = Rated Thermal Power CHFF = Cladding Heat Flux Fraction The value for "LF" in the process computer is a constant twelve feet, whereas the actual fuel length for 8x8, 8x8R, and P8x8R is greater than twelve feet.

All other values being constant, the values for DMTPF should be:
