SUMMARY

OF PUBLIC MEETING JUNE 24, 2009, TO DISCUSS A PROPOSED LICENSE AMENDMENT REGARDING THE EMERGENCY CORE COOLING SYSTEM PUMP ROOM EXHAUST AIR CLEANUP SYSTEM (ECCS PREACS) (TAC NOS. ME1332 AND ME1333)

On June 24, 2009, the U.S. Nuclear Regulatory Commission (NRC) had a Category 1, pre-application public meeting with Dominion (the licensee) to discuss the proposed license amendment to modify the operability requirements for the ECCS Pump Room Exhaust Air Cleanup System filtration function for North Anna Power Station, Unit Nos. 1 and 2. A copy of the public notice published by the NRC is available under Agencywide Documents Access and Management System (ADAMS) Accession No. ML091560555. A copy of the slides presented by the licensee is available under ADAMS Accession No. ML091761047. Enclosed is a list of the meeting attendees.

By letter dated January 15, 2009, Virginia Electric and Power Company (Dominion, the licensee) submitted a license amendment request for North Anna Power Station, Unit Nos. 1 and 2 (North Anna). The proposed amendment request would add new conditions Band C with associated action statements and completion times to Technical Specification (TS) 3.7.12, specifically addressing the filtration function of the ECCS PREACS. The licensee withdrew the proposed amendment request. The NRC staffs review identified that the application did not provide the technical information in sufficient detail to enable the staff to complete its detailed review (ML090540229).

The licensee had requested that the licensee meet with the NRC staff to provide a brief overview regarding the operability requirements for the ECCS PREACS filtration function and reconcile the TS with the associated design and licensing basis assumptions and to obtain NRC feedback in order to ensure that the licensee's proposed license amendment request will have sufficient level of detail for the NRC staff to make an appropriate determination.

The licensee presented the basis for its concern with proposed new conditions Band C with associated action statements and modified condition D, specifically addressing the filtration function of the ECCS PREACS.

Following are some of the comments made during the meeting:

Provided the summary of ECCS PREACS filtration function and normal line up and accident line-up drawings.

Commented on PREACS accident functions, filtered vs. unfiltered leakage and a graph figure 15-4-111.

Dominion -2 Basis for the proposed extended completion times to TS 3.7.12, specifically addressing the filtration function of the ECCS PREACS.

Will submit the LAR application by the end of August 2009 requesting the NRC approval by August 2010.
