NORTH ANNA POWER STATION UNITS 1 AND 2 ANNUAL SUBMITTAL OF TECHNICAL SPECIFICATION BASES CHANGES PURSUANT TO TECHNICAL SPECIFICATION 5.5.13.d Pursuant to Technical Specification 5.5.13.d, "Technical Specifications (TS) Bases Control Program," Dominion Energy Virginia hereby submits changes to the Bases of the Technical Specifications implemented during the period of October 1, 2022, through September 30, 2023.
A summary of these TS Bases changes is provided in the Attachment to this letter. Enclosed is an electronic copy (CD) of the entire TS Bases through Revision 72 for your information.
Bases changes to the Technical Specifications that were submitted to the NRC for information with their associated License Amendment Request (LAR) transmittals, submitted pursuant to 10 CFR 50.90, were reviewed, and approved with the LAR by the Facility Safety Review Committee. These TS Bases changes have been implemented with the respective approved License Amendments. A summary of these TS Bases changes associated with License Amendments is also provided in the Attachment to this letter.

Serial No.21-304 Docket Nos.: 50-338/339 Attachment Page 1 of 1 TS BASES CHANGES ASSOCIATED WITH LICENSE AMENDMENTS Adopting TSTF-554 - Revise Reactor Coolant Leakage Requirements This TS change revises the TS definition of "Leakage," clarifies the requirements when pressure boundary leakage is detected and adds a Required Action when pressure boundary leakage is identified consistent with TSTF-554. TS Bases 3.4.13 is also being revised to add supporting detail consistent with TSTF-554 and corrects a typographical error reference to GOG (General Design Criterion) 3 that should be GDC 30. TSTF-554, Revision 1, "Revise Reactor Coolant Leakage Requirements," (ADAMS Accession No. ML20016A233) and the model safety evaluation dated December 18, 2020 (EPID L-2019-PMP-0181) provide the technical justification.
The Bases changes noted above were submitted to the NRG by Dominion submittal dated May 25, 2022, and incorporated into the Bases for North Anna U_nits 1 and 2 on June 7, 2023, upon NRG approval and implementation of the associated Technical Specification changes (Amendment 294 for Unit 1 and Amendment 277 for Unit 2 issued on May 1, 2023).
TS Bases 3.2.1, He~t Flux Hot Channel Factor (Fq(Z)): TS Bases* 3.2.2, Nuclear Enthalpy Rise Hot Channel Factor (FNAtJ): TS Bases 3.5.1, Accumulators, TS Bases 3.5.2, EGGS-Operating On October 29, 2020, TS Amendments 286/269 were issued to revise TS to allow usage of a Full Spectrum Loss-Of-Coolant-Accident (LOCA) Methodology (FSLOCA).
The purpose of these TS Bases changes was to incorporate the analysis associated with the FSLOCA Methodology.
TS BASES CHANGES NOT ASSOCIATED WITH LICENSE AMENDMENTS TS Bases 3. 7.11, Main Control Room/Emergency Switchgear Room (MCR/ESGR) Air Condition System (AC9)
The purpose of this Ti Bases change ~as to incorporate the modifications associated with Design Change (DC) NA-19-00032 for Unit 1. This DC installed a swing power supply transfer switch scheme for the MCR/ESGR Chiller, 1-HV-E-4C, to allow it to be powered from either tJ:"te "H" or "J" Emergency Bus. The description will clarify that the swing chiller may be placed in service as a redundant and independent, unit to either of the normal chillers, 1-HV-E-4A and 48, to satisfy the TS 3.7.11 Limiting Condition for Operation (LCO) which requires two independent and redundant ACS subsystems operable in Modes 1-4 and during the movement of recently irradiated fuel assemblies.
