Dear Eric S. Carr:

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared Site-Specific Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 7a, Second Renewal, Regarding Subsequent License Renewal for North Anna Power Station Units 1 and 2, Draft Report for Comment (DEIS). The DEIS supersedes NUREG-1437, Supplement 7, Second Renewal Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 7, Second Renewal, Regarding Subsequent License Renewal for North Anna Power Station Units 1 and 2, Draft Report issued in August 2021.

Based on the DEIS, the NRC staffs preliminary recommendation is that the adverse environmental impacts of subsequent license renewal (SLR) for North Anna Units 1 and 2 (i.e.,

the continued operation of North Anna for a period of 20 years beyond current expiration dates) are not so great that preserving the option of SLR for energy-planning decision-makers would be unreasonable. The NRC staff based its recommendation on the following: 1) Dominions environmental report, as supplemented; 2) the NRC staffs consultations with Federal, State, Tribal, and local government agencies; 3) the NRC staffs independent environmental review, which is documented in the DEIS; and 4) the NRC staffs consideration of public comments.

The DEIS was submitted to the U.S. Environmental Protection Agency via e-NEPA and copies are also being distributed to interested Federal, State, and local government agencies, industry organizations, interest groups, and members of the public. A copy of the DEIS will also be placed in the Louisa Library, 881 Davis Hwy, Mineral, VA 23117, and in the NRCs Agencywide Documents Access and Management System (ADAMS) at https://www.nrc.gov/reading-rm/adams.html. The DEIS is located at ML23339A047.
