NOTICE OF AVAILABILITY OF THE DRAFT SITE-SPECIFIC ENVIRONMENTAL IMPACT STATEMENT FOR THE NORTH ANNA POWER STATION, UNITS 1 AND 2, SUBSEQUENT LICENSE RENEWAL

Dear Paul Barton:

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment the draft Site-Specific Environmental Impact Statement for Subsequent License Renewal, North Anna Power Station Units 1 and 2, regarding the renewal of Facility Operating License Nos. NPF-4 and NPF-7 for an additional 20 years of operation for North Anna Power Station (North Anna),

Units 1 and 2. The North Anna facility is operated by Virginia Electric and Power Company, doing business as Dominion Energy Virginia in Louisa County, Virginia. The NRC staff initiated consultation with you regarding this project in October 2020 (Agencywide Documents Access and Management System (ADAMS) ML20294A420). In accordance with Title 36 of the Code of Federal Regulations (36 CFR) 800.8(c), the NRC staff has elected to use the National Environmental Policy Act of 1969, as amended, process to comply with its obligations under Section 106 of the National Historic Preservation Act of 1966, as amended.

By letter dated September 14, 2021, the NRC staff provided the draft Supplemental Environmental Impact Statement (DSEIS - ML21252A033) for your review and comment. The NRC staff has now prepared a draft Site-Specific Environmental Impact Statement (DEIS),

which supersedes the 2021 DSEIS, which includes the preliminary analysis that evaluates the environmental impacts of the proposed action and alternatives to the proposed action. This site-specific DEIS includes the NRC staffs original analysis from the DSEIS, and includes updates and revisions, as appropriate. This DEIS evaluates, on a site-specific basis, the environmental impacts of the proposed continued operation for a period of 20 years for North Anna.

As discussed in the DEIS, the NRC staffs preliminary recommendation is that the adverse environmental impacts of the subsequent license renewal (SLR) are not so great that preserving the option for energy-planning decision-makers would be unreasonable. The NRC staff has concluded that the proposed action, SLR, would not adversely affect known historic properties or historic and cultural resources. The DEIS is available via the following link:
