The subject deficiency was initially reported to NRC-OIE Inspector W. T. Cottle on June 21, 1979, in accordance with 10 CFR 50.55(e).

An interim report was submitted cn July 20, 1979. Enclosed is our final report.

An identical nonconformance was reported for Watts Bar Nuclear Plant as NCR MES 79-27.
