Re: Carolina Power and Light Company Shearon Harris Plant Request for Waiver of Evacuation Drill It has been reported in local papers that Carolina Power and Light Company has requested a waiver from being required to hold a full-scale evacuation drill before obtaining an operating license for its Shearon Harris Nuclear Plant.I am writing to express my opposition to such a waiver.There are a number oX schools within the evacuation area.The only drill which has been conducted was held on a weekend.The evacuation plan calls for removing children from area schools by bus.These buses must come from other areas of the county and many are driven by students who attend school elsewhere.(I don't know what plans have been made to contact adult drivers who are not normally on duty except before and after the school day.)Students from evacuated schools are then to be transported to"receiving" schools.Students who attend the receiving schools are to be sent home to make room for the evacuees.Some of the receiving schools are'"magnet" schools which are attended by students whose residence is closer to the power plant than their school.(i.e.The evacuation plan calls for transporting some students toward the evacuation area".)In all of this, teachers (many of whom have children of their own who will be affected by the evacuation) are expected to supervise students.Sb09250312,8b09'i8 PDR'DOCK 05000400 H-~PDR tp9 L r L J~~~H~~

Mr..Dencon page 2 September 18, 1986 IT IS ESSENTIAL THAT AN EVACUATION EXERCISE BE CONDUCTED IN AS REALISTIC A'MANNER AS POSSIBLE.THIS WILL ENABLE ALL PARTIES WHO MAY BE AFFECTED (STUDENTS, PARENTS, TEACHERS)TO KNOW WHAT CONTINGENCIES MUST BE PLANNED FOR.I URGE YOU TO INSIST THAT THE RE UIRED DRILL BE HELD AND THAT IT BE HELD ON A SCHOOL DAY!Furthermore, just as monthly fire drills are held regularly to allow students to practice appropriate actions in case of emergency, it should be required that there be at least an annual drill (held early in the school year)to prepare students for a possible nuclear emergency.

Your attention to the welfare of the students and employees of our schools will be greatly appreciated.
