Dear Chairman Zech:

I wish to urge denial of Carolina Power and Light Company's request for an exemption from the requirement, under 10 CFR 50, Appendix E, that the Ccmpany conduct a full participation exercise of the Emergency Response Plan for its Shearon Harris nuclear power plant within one year before beginning comercial operation of the plant or before operating at greater than five percent of rated power.

The people of the Triangle comunity have a substantial right under this law to reasonable assurances that the Plan is feasible and offers adequate assurances for their safety in the event of an accident or other emergency at Shearon Harris. And, a full exercise test of the Plan, before operation of the Plant is begun, is the lawfully mandated procedure for instructing the public about what to expect and what to do in the event of an emergency, and for testing the adequacy and feasibility of the Plan.

In view of the substantial changes made and anticipated to be made in the Plan since the previous exercise in May,1985, and of the substantial problems

demonstrated by the previous exercise, it is especially important that a full l exercise test of the Plan be conducted before the Company is licensed to begin comercial operation, or operation at greater than five percent of rated power, of the plant.

On behalf of the citizens of the Triangle comuni.ty, I therefore urge that the Company's exemption request be denied.
