WATERFORD STEAM ELECTRIC STATION, UNIT 3 - REQUEST FORADDITIONAL INFORMATION ON THE NUCLEAR REGULATORY COMMISSION GENERIC LETTER 2007-01: INACCESSIBLE OR UNDERGROUND POWER CABLE FAILURES THAT DISABLE ACCIDENT MITIGATION SYSTEMS OR CAUSE PLANT TRANSIENTS (TAC NO. MD4395)

Dear Mr. Walsh:

The U.S. Nuclear Regulatory Commission (NRC) staff has received the cable failure history forWaterford Steam Electric Station, Unit 3 (Waterford 3), in response to Generic Letter (GL) 2007-01, "Inaccessible or Underground Power Cable Failures that Disable AccidentMitigation Systems or Cause Plant Transients." During its review, the licensee found failures of cables within the scope of Title 10 of the Code of Federal Regulations (10 CFR), Section 50.65,"Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants" (Maintenance Rule). Please provide the type of cable insulation for the cable failures included in your response to GL 2007-01. Waterford 3 prepared its response using the Nuclear Energy Institute (NEI) guidance, providedin an industry letter dated March 16, 2007, "Guidance for Response to GL 2007-01." The NRC provided additional guidance on how licensees should determine which cable failures are within the scope of GL 2007-01 in the NRC letter dated April 13, 2007, from Michael J. Case (NRC) to James H. Riley (Nuclear Energy Institute) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070940311). Please discuss exceptions and/or deviations, if any, from thr NEI guidance, as supplemented by the NRC additional guidance. In addition, if Waterford 3's response to GL 2007-01 excluded cable failures based on the NEI guidance (i.e., not following NRC guidance in the NRC letter dated April 13, 2007), please provide the data for these failures as requested in GL 2007-01.
