UPDATED INSPECTION PLAN AND ASSESSMENT FOLLOW-UP LETTER FOR WATERFORD STEAM ELECTRIC STATION, UNIT 3 (REPORT 05000382/2024005)
Dear Joseph Sullivan:
The enclosed inspection plan lists the inspections scheduled through June 30, 2026, for Waterford Steam Electric Station, Unit 3. The U.S. Nuclear Regulatory Commission (NRC)
provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.
The NRC determined that performance at Waterford Steam Electric Station, Unit 3, during the most recent quarter was within the Regulatory Response Column, the second highest performance column of the NRCs Reactor Oversight Process (ROP) Action Matrix. This conclusion was based on the Performance Indicator (PI) for Unplanned Scrams per 7000 Critical Hours having crossed the Green-to-White threshold in the Initiating Events cornerstone in the second quarter of 2024. All other PIs and inspection findings are within the expected range (i.e., Green).
Therefore, in addition to the ROP baseline inspections, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, Supplemental Inspection Response to Action Matrix Column 2 (Regulatory Response) Inputs. Through this inspection, the NRC will review the root and contributing causes, ensure the extent of condition and extent of causes are identified, ensure that completed corrective actions address and preclude repetition, and finally that pending corrective actions plans direct prompt and effective actions. Upon notification of your readiness for the supplemental inspection to review the action taken to address the performance issues, the NRC will contact you to schedule the supplemental inspection. This plan also includes one non-routine inspection in calendar year 2024 which is, Inspection Procedure 71003, Post-Approval Site Inspection for License Renewal currently scheduled September 9-27, 2024. The regional administrator has approved the implementation of this inspection procedure.
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Agency Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS)
