Maria, By letter dated March 28, 2017, (Agencywide Documents Access and Management System (ADAMS) Accession No.

17087A551), Entergy Operations Incorporated, submitted a License Amendment Request (LAR) which proposed changes to the Technical Specifications (TS) for Waterford Steam Electric Station Unit 3. Specifically, the licensee proposed to adopt U.S. Nuclear Regulatory Commission (NRC) approved Revision 1 to Technical Specification Task Force (TSTF)

Standard Technical Specifications (STS) Change Traveler TSTF-501,Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control which is an approved change to the STS for Combustion Engineering Plants, Revision 4 (NUREG-1432). The proposed changes remove specific volume values to the licensee controlled TS bases and replace those values with the duration requirement from the current licensing basis.

The NRC staff is reviewing the information provided by the licensee in its application and has determined that the following additional information is needed to complete its review:

RAI The Nuclear Regulatory Commissions regulatory requirements related to the content of the Technical Specifications Surveillance Requirements (SR) are contained in Title 10 of the Code of Federal Regulations (10 CFR) 10 CFR 50.36(b).

Each license authorizing operation of a production or utilization facility of a type described in §50.21 or §50.22 will include technical specifications. The technical specifications will be derived from the analyses and evaluation included in the safety analysis report, and amendments thereto, submitted pursuant to §50.34. The Commission may include such additional technical specifications as the Commission finds appropriate.

The NRC staff cannot establish by reviewing the LAR or by searching the safety analysis report and current licensing basis documents the duration based value for the specific volume of fuel oil currently specified in TS 3.8.1.1 and 3.8.1.2.

Please clearly state what the duration based value is for the volume value of 339 gallons currently specified in TS 3.8.1.1 and 3.8.1.2 and where in the analysis of record this duration based value originates.

We have scheduled a clarification call for this RAI on Tuesday, August 14, 2017 at 3 pm EDT. I will send teleconference information later today. During the clarification call, we may only discuss the following topics:

• Whether the licensee understands the wording of the RAI

• Whether the information requested is already located on the docket

• Whether the RAI or response does or will contain sensitive unclassified non-safeguards information (SUNSI)

• The schedule for providing a response to the RAI 1
