OPR-54 PROF 0$ED AMEN 0 MENT NO. 111 In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Generating Station Unit No. 1.

Proposed Amendment No. 111 revises Table 3.6-1 of the Rancho Seco Technical Specifications by the addition of 16 containment isolation salves, including eight Post Accident Sampling System (PASS) valves, which were installed in the 1983 ~ refueling outage. The maximum closure time of these valves, plus la cf the previously listed valves, is being specified as 25 seconds. Design analysis shows that these valves, all of which offer a direct path from the containment atmosphere to the environment, can have maximum closure times of 25 seconds with the Exclusion Area Boundary (EAB) and Low Population Zone (LPZ) radiation exposures remaining well below the limits allowed in 10 LFR 100.11.

Proposed Amendment No. 111 also adds double asterisked designaticr.s to those containment isolation valves in Table 3.6-1 which, through administrative controls, are occasionally opened during power operations.

Attachments I, II and III to this submittal provide the Safety Analysis, "No Significant Hazards" Evaluation and Description of Proposed Changes, respectively.

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this Proposed Amendment by copy of this submittal.

Enclosed is a check in the amount of $150.00 as required by 10 CFR 170.21,
