' SAFETY EVALUATION REPORT: NAME CHANGE AMENDMENT OF MATERIALS LICENSE FOR THE WESTINGHOUSE COMMERCIAL FUEL FABRICATION FACILITY BACKGROUND By letter dated December 22,1997, " Westinghouse Electric Company, a division of CBS Corporation," submitted an application for a license amendment for the Westinghouse Commercial Fuel Fabrication Facility to change the name of the Licensee from " Westinghouse Electric Corporation" to " Westinghouse Electric Company, a division of CBS Corporation."

DISCUSSION On Docen.ber 1,1997, the Westinghouse Electric Corporation changed its name to the CBS

. Corporation. The December 22,1997, submittal stipulated that the nuclear businesses of CBS Corporation that operate under the license would remain intact as a continuing operating division of the re-named corporate entity. It fu%er slated the Westinghouse Electric Company division is not separately incorporated. There is no change in the management, organization, location, facilities, equipment, or procedures related to, or personnel responsible for, the licensed activities. All existing commitments, obligations and representations remain in effect.

In subsequent discussions, on June 4,1998, between Mr. Bart Cowan, outside counsel for the Westinghouse division, and Mr. Steven R. Hom, of the NRC Office of the General Counsel, it was agreed that the Licensees's name on the license should be changed to "CBS Cofix,iet;on, acting through its Westinghouse Electric Company division" with respect to its then pending applicahons for license amendments to reflect its corporate change. Consequently, the Columbia, South Carolina, fuel fabrication facility license is being amended to reflect this new Licensee name.

3 ENVIRONMENTAL REVIEW These changes are considered administrative or organizatxmalin nature. The staff has

^ ;-:--k.elly excluded from the requirement to prepara a sete-specific environmental asse tement. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION The staff has determined that the requested name change amendment, as modified in discussions between the Licensee's counsel and attomeys for the NRC, is acceptable and will not have any adverse impact on the protection of the health and safety of the public.

The Region ll project inspector has no objection to the proposed act;on.
