Gentlemen:-

'During' power operacion of Units 1 and 2 at or near 100 percent, a Limiting Condition for Operation (LCO) *.,as initiated, at 0420 hours0.00486 days <br />0.117 hours <br />6.944444e-4 weeks <br />1.5981e-4 months <br /> on April 22, 1989, for two inoperable fire barrier penetration seals in the units' common ,

Augmented Off-Gas (A0G) Buildinb. The subject penetration seals, A0-3-024 and A0-3-023, are located at the east and west equipment hatches, respectively, on ,

the . building 40-foot elevation, and provide access between the nitrogen storage tank room for the Containmant Atmosphere Dilutiot, System shared ty botn units, and the mechanical equipment room on the building 37-foot elevation. The seals were inoperable due to corrosion and rust-through of the

' base metal of each hatch. Prior to this discovery, operability of the seals had been functionally verified, on Augtrst 12, 1988, in accordance with Fire Barrier. Penetration Seals Augmented Off-Gas Bu.ilding Periodic Test (PT)-35.16.13. Subsequently, on November 9, 19i,3, a Work Request /.Tob Order was initiated following a routine housekeeping tour that identified surface rust and corrosion of thc hatches, but which did not affect operability of the subject seals.

On April 29, 1989, time specified seven-day time frame of the involved LCO was exceeded.g 0911060274 891025  ?
