SUMMARY

OF CLOSED CONFERENCE CALL MEETING HELD ON SEPTEMBER 18,2013, WITH PACIFIC GAS AND ELECTRIC COMPANY TO DISCUSS THE VIRTUAL CHANNEL CONCEPTS AND IMPLEMENTATION IN THE ADVANCED LOGIC SYSTEM FOR DIABLO CANYON POWER PLANT PROCESS PROTECTION SYSTEM (TAC NOS. ME7522 AND ME7523) On September 18, 2013, a closed conference call meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E). The purpose of the meeting was to discuss the license amendment request that PG&E submitted on October 26, 2011, to the NRC for the Digital Replacement of the Process Protection System Portion of the Reactor Trip System and Engineered Safety Features Actuation System at Diablo Canyon Power Plant, Units 1 and 2 (publicly available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 113070457).

The meeting was closed to the public because the NRC determined that the information to be discussed was proprietary, sensitive unclassified non-safeguards information.

The discussion focused around the virtual channel concepts and implementation in the advanced logic system (ALS) for Diablo Canyon Process Protection System. The NRC staff explained that Chapter 7 of NUREG-800, "Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition" provides the expectation for the NRC staff to confirm that the communication functions do not adversely impact the safety functionality being performed by other portions of the core logic board (CLB) logic. To complete the safety evaluation, the NRC staff needs to better understand the description of the virtual channel and examine references to traceable system requirements of how the logic within the ALS-102 CLB performs data transfer from the virtual channels to the TxB and TAB communication interfaces.

The licensee took an action to provide the NRC staff with a description of the virtual channel . and to describe how the data transfer occurs. This action will be tracked in Open Item 106. The NRC staff also stated that to complete this portion of the safety evaluation, the staff will need the to examine the design documentation, as well as perform an audit to confirm that these functions are, in fact, independent from the safety functions in the ALS-1 02.
