REGULATORY AUDIT REPORT FOR THE FEBRUARY 11-14, 2013 CYBER SECURITY PILOT STUDY AT THE CS INNOVATION FACILITY IN SCOTTSDALE, ARIZONA In support of the Office of Nuclear Reactor Regulation, Division of Engineering, Instrumentation and Controls Branch, evaluation of the Diablo Canyon Nuclear Power Plant license amendment request for a digital Process Protection System (PPS) replacement, staff from the Office of Nuclear Security and Incident Response (NSIR), Division of Security Policy, Cyber Security and Integrated Response Branch, is conducting a pilot study to determine if security measures taken by the licensee and vendor address regulatory requirements under Title 10 of the Code of Federal Regulations 73.54, Protection of Digital Computer and Communication Systems and Networks. As part of this study, the staff visited the CS Innovation facility in Scottsdale, Arizona on February 11-14, 2013. A regulatory audit report outlining staff observations from this visit is enclosed for your review and consideration. A summary audit report will be developed at a later date that details the results of all audits conducted as part of the pilot study and follow-on reviews (subsequent audits related to the PPS replacement) conducted by NSIR staff for other design elements associated with the PPS replacement.
