Following up on your comment, that involvement of local officials has a positive impact on the operation of nuclear power facilities, I am attempting to form a Citizen Advisory Board.Several individuals, who are expert nuclear scientists or nuclear engineers, are supportive of this concept and are willing to serve.I have enclosed a copy of the proposed, structure and purpose of the Board and would like your comments and suggestions.

by the Raleigh City Council to enhance community understanding by providing a source of meaningful information and analysis about the operations of the Shearon Harris nuclear power plant.I.Pur ose.To inform the public and to advise the City Council on policy issues o local concern about the Shearon Harris plant once it is in operation.

This board will not be a regulatory body and will be independent of any special interest.This board will undertake the following activities, among others: a.Review the Nuclear Regulatory Commission

("NRC")reports and other materials and make independent observations on issues of concern to the public.b.Attend meetings between the NRC and Carolina Power and Light Company and consult with people who are knowledgeable in technical, financial, and legal aspects of nuclear power for the purpose of gaining an understanding of plant operations and regulations and of helping to build rapport.c.Review North Carolina, including Utilities Commission, policies relating to the operation of the Shearon Harris plant and inform the Council of any need for change so they may communicate this to the State officials in an effort to protect the public interest.d.Ascertain the quality of training of nuclear plant personnel.

e.Review methods of public education and make recommendations for developing education programs for local citizens.f.Review the NRC's qualitv assurance and operation practices and the nuclear Power plant's compliance with State and Federal regulations and guidelines.

3 f technical expertise in nuclear power and at least three, of whom shall reside within the City of Raleigh.The board shall meet on a monthly basis and at such other times as it deems appropriate.

III."Sunset" Provision.

The board's existence and service will be evaluated at the end o two years.It will take a majority vote of the City Council to extend the board beyond December 31, 1988.IV.Remainin Questions.(a)Do other municipalities in the area wish to par ticipate?(b)Is another state or local board already performing these functions?
