Gentlemen:

This is in response to your LA 86-72 letter and attachment dated August 29, 1986 in which you requested an amendment to the Columbia Plant FNMC Plan to enable accountability measurement and shipment of molybdenum scrap for off-site treatment. Additional details of the measurement method were provided in the telecopied letter dated September 9, 1986 from D. L. Colwell of Westinghouse to S. S. Kirslis of NRC.

We have reviewed the proposed accountability measurement identified above and find it acceptable. We have also determined that implementation of this measurement method will not adversely affect the common defense and security nor the public health and safety, and is otherwise in the public interest.

Accordingly, we are issuing an unnumbered license condition to Amendment SG-2 of your License No. SNM-1107, effective immediately, to read as follows:

Notwithstanding the Plan identified in Condition 2.1, which contains no provisions for the accountability aeasurement of U-235 in molybdenum scrap, the licensee shall follow the measurement method described in letter LA 86-72 and its attachments dated August 29 and September 9, 1986.

We have determined that the attachments to your letters of August 29 and September 9, 1986 contain information of the type specified in 10 CFR 2.790(d).

Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
