Attached are three copies of responses to gr stions 2, 3, 5, 6, 7, 10, 19, and 20 from the list titled "Allens Creek Alternative Site Visit Questions" transmitted by letter of February 5,1979, from Mr. R. L. Ballard to Mr. E. A. Turner. The responses have been prepared in accordance with NRC modifications to the questions a s set forth in the public meeting on the above subject held February 8, 1979, at the Gulf Freeway Holiday Inn, Houston, Texas. In addition, by copy of this letter, three copies of the responses, and one copy of each of the references listed on the attached page, have been forwarded to Mr. J. B. P ALLENS CREEK ALTERNATIVE SITE VISIT GUESTIONS Question 2 Using Soil Conservation Service data, provide approximate acreages of prime and unique farmlands present on site to be disturbed by construction of plant facilities end to be covered by the cooling pond. If these areas have not yet been mapped for prime and unique farmland, provide acreages of Soil Capability Classes I,11 and Ill. Answer 2 Sites Ma-3 and Li-3 are located in counties which have not been mapped for prime and unique farmland or soil capability classes by the Soil Conservation Service and data are not available. The only information available is contained on the SCS General Soil Maps included with this response. Sites Je-3 and Bz-l do not contain any prime or unique farmlands. Although maps have not been prepared for these areas, analyses of available data indicates that the Soil Capability Class for site Bz-l is Class VI. Approximately 86 % (4128 acres) of the Je-3 site is Soil Capability Class ill W-l, level to nearly level, poorly drained soil that has a very tight subsoil. The remaining land on Je-3 ranges from Capability Class IV to Vll. The SCS General Soil Maps for Jefferson and Brazoria counties are included with this response. Information from the assessment of soils data for the Je-3 and Bz-l sites is provided in Table 02-1 on the next page.

/ ALLENS CREEK ALTERNATIVE SITE VISIT GUESTIONS Question 3 Provide a current market value for crop production and, if possible, indicate how much crop production will be reduced by construction of the proposed facility. Answer 3 Site: Bz-l Brazoric County There is no crop production on the Bz-l site. Site: Je-3 Jefferson County Aerial reconnaisscnce indicated that approximately 90% of the Je-3 site is used for growing rice. In 1977, the latest year for which complete statistics are available, the average yield per acre of rice in Jefferson County was 4,134 lb/ acre. The overage market price for rice in Texas in 1977 was $9.55/ cwt. Based upon these statistics, the average gross market value of rice per acre in Jefferson County in 1977 was $394.80. Assuming a 90% production level for the 4800-acre Je-3 site, the cross market value of rice in 1977 on the site was
$ 1,705,536 and gross production on the site was 17,858,880 lbs.
Site: Ma-3 Matagorda Count" Aerial reconnaissance in February 1979 indicated that approx:mately 60% of the 4800-acre Mc-3 site is used for rice production and the remainder used for cattle grazing. The average yield for rice in Matagorda County in 1977 was 5,252 lbs/ acre. Using the overcge state price for rice in 1977 of $9.55/ cwt, the cross value of rice produced on the Ma-3 site was $l,444,510 and production totaled 15,125,760 lbs.
d. Site: Li-3 Liberty County Agricultural production on the Li-3 site is a mixture of rice and soybeans. Aerial reconnaissance in February 1979 indicated that approximately 90% of the 640-acre site is in crop p oduction. The overage yie!d of rice in Liberty County in 1977 was 4,027 lbs/ acre. The average yield of soybeans in Liberty County in 1977 was 24.9 bushels / acre. Using state averages of $9.55/ cwt for rice and
$5.35/ bushel for soybeans, and assuming equal amounts of rice and so/ bean production on 90% of the 640-acre Li-3 site, gross receipts for rice would be $110,758 on 1,159,776 lbs and for soybeans would be $38,366 on 7,i71 Lushels.

ALLENS CREEK ALTERNATIVE SITE VISIT GUESTIONS Question 19 Identity any Federci and state listed rare, threatened or endcngered species and their existing and proposed critical habitats that are present on or in the close vicinity of the proposed si!e. Answer 19 The potential occurrence of rare, threatened or endangered species on or near the four alternative sites is discussed in the Nuclear Power Plant Siting Study, Sections 2.1 ond 3.1 of Appendix C, and the Bz-l site evaluation supplement. A review of Federal and Texas lists of endcngered animals revealed that only one recent change relevant to the four sites has been made to these lists. The Atlantic Ridley turtle is now shown on the Federal list as endangered. The potential occurrence of this species is discussed in Appendix C of the siting study. Currently only a single Texas plant species is recognized as endangered or threatened. This species, Texas wildrice, does not occur within or near any of the four sites. A survey of proposed endangered Texas plants conducted by the Texas Rare Plant Study Center, revected that no proposed endcngered plents occur within any county occupied by cny of the citernate sites.
