Dear Mr. Denton:

k Allens Creek Nuclear Generating Station Unit 1 Docket No. 50-466 In response to NRC Staff questions, this letter clarifies the position of Houston Lightiag & Power Company on the use of the joint ACI/ASME Standard Code for Concrete Reactor Vessels and Containments. The ACI/ASME code contains pro-visions that permit a 331/3% increase in the allowable stress limit for test conditions. Houston Lighting & Power considers this provision of the code appro-priate for design use. Technical justification for this position comes from the fact that this code was developed by a committee of industry recognized experts in the field of concrete structure design, received extensive peer review before adoption, is widely recognized by the industry as the authoritative document on concrete structure design, and that the NRC has recognized the use of this code in, among other places, Sections 3.8.1 and 3.8.3 of tlie Standard Review Plan.

To summarize, in light of the above considerations, and the conservatism inter.tionally built into the code for design application purposes, Houston Ligh'.ing & Power asserts that use of this code provision is appropriate. Houston Lighting & Power requests that the NRC review this provision of the ACI/ASME code with representatives of the ASME code committee prior to formulating a position on this matter. He would be happy to arrange such a meeting.
