SUBJECT:

REPORT NO. 70-1113/84-15 Thank you for your response of March 7,1985, to our Notice of Violation issued on February 7, 1985, concerning activities conducted at your Wilmington Manufacturing Department facility under NRC License No. SNM-1097. We have evaluated your response and found that it does not meet the requirements of 10 CFR 2.201 in that you have not specified definitive actions to assure that radioactive c7ntamination is promptly detected, reported and effectively removed and decontaminated areas are promptly and thoroughly surveyed. You note that the contamination was not observed or detected during two surveys, one of which was performed with an NRC inspector present. Your letter appears to be in error in that the inspector did not accompany the technician into the LEA room for the survey performed on the morning of November 28, 1984.

Therefore, please provide us, within 30 days of the date of this letter, with a written statement of the actions you have taken or plan to take to correct and prevent recurrence of this violation and the date when full compliance will be achieved.

We appreciate your cooperation in this matter.
