Dear Ms. Adensam:

COMPLETION OF OFFGAS SYSTEM PREOPERATIONAL TESTING HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company (PSE&G) has requested schedular relief for completion of the offgas system preoperational testing at fuel load pursuant to 10CFR50.12 in a letter from C.A. McNeill (PSE&G) to E. Adensam (NRC) dated February 25, 1986. PSE&G stated in the subject letter that the offgas system preoperational testing will be complete prior to fully tensioning the Reactor Pressure Vessel (RPV) head closure bolts. This position was found acceptable by the NRC as documented in the Hope Creek Supplemental Safety Evaluation Report - 5 (SSER 5) Appendix R. ,

Prior to and following issuance of our February 25, 1986 letter, PSE&G has actively and aggressively pursued completing the offgas system. As of May 3, 1986 the offgas system has been successfully preoperationally tested, thereby allowing tensioning of the RPV head closure bolts in support of low power testing activities.
