SUBJECT:

RADIOLOGICAL SCOPING SURVEY AT 71 SHELTON AVENUE AND OF l- ADJACENT SEWER PlPE BELOW ARGYLE STREET l

Dear Mr. Smedberg:

Enclosed is the U.S. Nuclear Regulatory Commission Inspec6on Report No. 070-00371/97-001, which documents the findings from the radiological scoping survey of subject areas i of the former United Nuclear Corporation facility in New Haven, Connecticut. The scoping survey was conducted in September 1996, for NRC by the Oak Ridge institute for Science and Education (ORISE).

. Among the findings, the sewer pipe sediment results indicate to NRC the need for l additional sewer sampling. The residual total uranium contamination in one of the two pipe l sediment samples was identified at concentrations almost a factor of 10 higher than the l

current NRC soil guidance criteria for unrestricted use. We are contacting UNC, Inc., the successor and parent company to United Nuclear Corporation, to develop plans to characterize the extent of the contamination in this sewer pipe, that is under the jurisdiction of the Science Park Development Corporation. Further, we would expect that the connection to the New Haven sewer system would be sampled.

l As you know, Mr. Henry Goetz, of the New Haven City Engineering Department and you provided an understanding of the sewer line history and diagrams, so that sampling during

' September 1996 proceeded very smoothly. Also, we appreciated the excellent assistance from the New Haven Water Pollution Control Authority staff, for opening the manholes, for being prepared to take air quality samples for personnel access, and also, for back-flushing a portion of the sewer line. All members represented your organization well.

If you have any questions, Marie Miller, of my staff or 1, are available at (610) 337-5205 or j !.d 5200, respectively. Thank you for your cooperation and participation.
