Dear Mr. O'Reilly:

IE Bulletin 80-03 " Loss of Charcoal from Standard Type II, 2 Inch, Tray Adsorber Cells" required visual inspections of charcoal adsorber cells and a report in writing within forty-five (45) days. Visual inspec-tions of the cells were made on all safety and non safety filter plenums.

These include:

(1) XAA-29A-AH Control Room Emergency Filter Plenum "A" (2) XAA-29B-AH Control Room Emergency Filter Plenum "B" (3) XAA-27-AH Controlled Access Charcoal Exhaust Plenum (4) XAA-12-AH Reacto. Bldg. All the charcoal filter plenums are of type (HECA) and are supplied by CVI Corporation of Columbus, Ohio. They have been installed in their permanent location, but no charcoal has yet been loaded into the cells.

The inspection procedure consisted of entering each filter plenum and visually inspecting each cell for construction details and observing the screens for any abnorral sagging or buckling. The total area where the screens.were attached to the frame was inspected for attachment method and uniformity. The cover plates on top of the plenums were removed and the interior of each cell was also inspected for screen condition and construction details, f

N Mr. James P. O'Reilly March 11, 1980 Page Two The inspections revealed that rivets were not used in the construction of the cells. The cells were constructed by spot welding the outer perimeter of the screen to the framework every two (2) inches. The condition of the cells was excellent and no screen sagging or degradation was noted. There were no indications that loss of charcoal could occur during handling, storage, or in service.
