Dear Mr. Thomas :

The United States Nuclear Regulatory Commission, by your letter of 06/24/83, approved the emergency plan of the MIT Nuclear Research Reactor and requested that its provisions be implemented within 120 days (22 Oct. 1983). Partial im-plementation of the plan has been achieved and an extension of 90 days to 20 Jan.

1984 for full implementation is hereby requested.

Training on the plan is complete and ten of the estimated fif teen procedures to implement it have been written. The additional time is needed to complete the remaining procedures and to conduct training on the procedures. The principal reason for our requiring this additional time is that we are hosting both the annual Reactor Managers Meeting (TRTR) and an International Symposium on the Uses of Low and Medium Flux Research Reactors. Both- meetings will provide an oppor-tunity for government, industry and academic personnel to discuss and exchange ideca on emergency preparedness.
